Toney Atkins comments: As I've said many times before, the world's population is going crazy. I certainly hope that the man involved in this heinous crime gets psychological help. Some of my neighbors believe he was under the influence of a drug that distorted his mental processes. One said she believed the devil made him do it. Whatever the cause, this horrible act of animal abuse should be punished.
